How do you open combat attributes?

PvE both missions and just random street mobs. (Family, Hellions & Longbow) Dilbert

Recently I started a Radiation/Devices Blaster and noticed that I was dying very easily even for a blaster. About then is when I noticed that every time I used one of my blaster powers I got a debuff bubble in the upper right corner. Sure enough what ever power I used I was getting a debuff for that kind of power like someone else had used it on me. Just thought you should know. Dilbert
