Is this intended?
Tested again with the 10 April, 2021 build and in-combat defense from Stealth is still fully suppressed.

After checking that option, that file does indeed get updated. While this does work, it is less than desirable. Easy enough workaround. Thanks!

After updating to the new launcher, the file playerslot.txt under Homecoming/accounts/accountname is no longer being updated when changing character positions.
If I delete this file then launch the game the file does not get recreated and the character order is in the order of creation. Nor does the file get created when changing the character order.
Placing the file back into the original location does nothing either.
After restoring the playerslot.txt file, any new characters that are created do not get added to the file. Tried changing the order and checking the file, the file remains unedited.
I can manually add characters to this file and order them as desired and the file is then read by the game correctly. However this manual process must be done each time a character is created or a re-order of the character list is desired.

Ran into this as well today. Uploaded a simple crash report. Was happening whenever I tried to use an enhancement catalyst on the last slot of a power I found if you go slow and let the success animation complete you can do more combines, however it will eventually cause a client crash.. Also would happen without fail if I exited out of the combine screen prior to the success animation completing.

I originally had the Steadfast Protection +4KB protection in Tough to pair with the +3% DEF and gain a bit (.03%) of recovery from the set bonus. I dropped this in favor of moving it to Combat Jumping to bump ranged DEF from 46.4% to 47.6% as a result of the (2) set bonus of Zephyr. I did this as a cushion for mobs that do -DEF Debuffs. KB protection with this build is at 7. Is going to 11 KB protection better than having a bigger DEF cushion?
I had toyed with the idea of moving one slot to Tough and put in the Steadfast +4 KB and then the other slot from CJ to haste for additional recharge reduction. Or I could move one to Stamina and get a set bonus of .04% recovery which would result in a total of .07% recovery.
I will admit that these last two slots were difficult to find homes.
Do you have any recommendations on where to move the one or two slots of Zephyr in CJ to?

After reading that you can't reproduce, I did some testing.
I created a new toon and duplicated the live build. This new toon was not having the suppression issue.
I then went to the problematic toon re-verified the enhancements were correct and it was still having the issue.
I then unslotted the enhancements from stealth and reslotted them, same issue.
I then unslotted all the enhancements from all powers and reslotted them. Now the DEF is reporting correctly.
No idea as to why.
