In case you were ever wondering how to change the order of the characters that show up in the character selection screen...I wrote a quick guide and put it in the General Guide forum. Here:

(1) Completely exit the game
(2) Navigate to the folder where you installed CoH (e.g., C:\CoH)
(3) Navigate to the folder which your account name is listed (e.g., C:\CoH\accountname)
(4) Find the file named "playerslot.txt"; use a text editor to edit the file (e.g., Notepad)
(5) Now you can change the order of the characters. Make sure you change the number at the end and that all you do not have any duplicate numbers. Below is an example of how to modify the file:
"accountname" "Server" "Character1" "0"
"accountname" "Server" "Character2" "1"
"accountname" "Server" "Character3" "2"
"accountname" "Server" "Character4" "3"
"accountname" "Server" "Character5" "4"
Let's say I want to change the order so that Character5 is the second character listed...and Character2 is the fifth character listed. You simply need to change the order of the characters, like so:
"accountname" "Server" "Character1" "0"
"accountname" "Server" "Character5" "1"
"accountname" "Server" "Character3" "2"
"accountname" "Server" "Character4" "3"
"accountname" "Server" "Character2" "4"
Make sure you spell your character name correctly...and make sure you do not repeat numbers. Make sense?
(6) When completed, save the file and close it
(7) Launch the game to see the change...

I went and did the arc on another toon to completion without issue...however, I did Guns and Money first...then did the other Chapters in the arc through Ouroboros.
As to the original toon - after I quit the Task Force, I redid the entire arc from Warrant and was pleasantly surprised to have Point Blank NPC spawn and was able to complete the entire arc.
So...I guess if something glitches on an Ouroboros arc, just quit the Task Force and do the Chapter over from the beginning...

You can always change the level at which you are fighting. For those harder missions change your notoriety to "-1" and those reds will be orange, the oranges will become yellow, the yellows...white...etc.

My only option to get out of the Task Force was to quit it entirely; Menu -> Team -> "Quit Task Force" button...and move on to the next Chapter of the arc...sigh. I guess stay away from Guns and Money (Chapter 2) of the Warrant arc.

I have tried again to reset the mission - dropping it and retaking it. No avail. Definitely bugged. Now, I cannot drop or autocomplete the mission...so that means I can go no further with other Ouroboros missions...because it will not let me drop the mission at all.

I tried to do it again after the server restart, but the NPC is still not spawning in the mission. I also do not have the ability to "autocomplete" the mission...so I guess this arc is bugged - can anyone confirm?

I have been doing them all through Ourboros...however, I keep bumping into some bugs with these arcs not being able to be completed due to NPCs not spawning (e.g., Warrant arc, Chapter 5, "Save Syfotine Industries"...Point Blank NPC does not spawn)

On Chapter 5 of the Warrant story arc in Praetoria, "Point Blank" NPC does not spawn, thus preventing the completion of the arc. This is a repeatable issue.

What I have done:
(1) Logged out completely, re-entered the game, resetting the instance
(2) Abandoned Chapter 5, sent me back to Chapter 4 and re-did those parts of the arc
I was doing this through Ouroboros time travel.

Avast and Malware Bytes do not find it. Virus Total says it is clean...

I could not figure out how to move characters between pages...so I started digging around the files and discovered I could easily modify the file to make the change. Like most stuff in computers, there are multiple ways to accomplish the same end goal.
