I just encountered this bug as well I have included screen shot of mission window to show it.

Instead of Offering Meet with Crow, and Meet with Arron Walker for Neutropolis intro missions at lvl 15. Calvin Scott is giving missions Meet with Crow, and Assist the Storehouse Raid. Screen shot included with Contact Mission offers window open.
