XX/Dark armor (sentinel) Obscure Sustenance?

It really does seem rather weak, especially compared to other dark armor heals for other AT. It doesn't seem to ruin the whole set. But, why have an AOE if it is 1 Target max? It would be nice to see a GM response on this.
