Inspiration tray keeps getting moved to center of screen

The inspiration window moving when entering a mission happened to me just yesterday. It happens frequently on a new character, but at some point it stops happening on older characters. It hasn't happened for quite a while on my level 20+ characters, but still happens sometimes on my lower level characters.
