You are not alone. I just noticed this today.
You can also use it too. it seems to just function like a PBAoE for you. I'm sure it's a bug. I toggled to an alt build, and it didn't show up. I can still go back to that build though and its there.
Did you train up at some point and hit a glitch like it only let you slot 1 slot when it should have been 2? because that happened to me. but next time I trained it seemed to have fixed the issue. But I realized I should have had another pool power selected at my current level based on my mids build.
