On this Energy Melee Scrapper, sometimes I'll activate Whirling hands. The power will act as if it goes off, but the animation doesn't trigger nor does it hit or do damage. Is this a known bug? It's sporadic. It happens more often when I'm moving when activating the power, but sometimes it requires no movement to trigger. I'd say about 25-35% of the time, the power doesn't perform the animation or hit targets, it just triggers the cooldown.
