Able to sign into the forums yes. I'm not sure he got an email verification. The only email he received says: "Thank you for registering at City of Heroes: Homecoming. Your username is XXXXX. If you forget your password, you may change it at https://score.savecoh.com/index.php?action=reminder. Regards, The City of Heroes: Homecoming Team." That's it.
