Not sure if you have been made aware of this issue. I've tried to make a blaster with Dual Pistols and Tactical Arrow only to find that the bow weapon model won't show when I do so. In other words when I use a Tactical Arrow power with Dual Pistols as a primary the animation for the Tactical Arrow powers go off but the character isn't holding the bow it's just not there just the arrow and power graphics. I hope you understand what I'm trying to say.
