I am trying to equip the Siphon Insight (Set Type: Accurate To-Hit Debuff), in to the power Terrify for the Dominator but even though Terrify says that it accepts the Set Type: Accurate To-Hit Debuff, it will not highlight or allow me to drag the enhancements to the power slots. Is this possibly a bug? @Hugh - Torchbearer
