Ok. Solved. When the servers went down today I was in a mission in King's Row for Paula Dempsey. In the mission I was someone else with only 1 power bar and no way to change it. Once I went back and did that mission, it put it all back to normal. Sorry. False alarm.

After today's patch I have only 1 character with an issue. The GMs in the discord haven't seen it before. 1 character has no powers in the bar, not arrows to change bar number, and can't arrow up to open another bar above it. The only thing I am able to do with it is click the + to pop out bars. All my powers are exactly where they should be on the popped out bars.
