quest Get Katie to the seer Network - rendezvous with Officer Orb

I was on the part of the quest as mentioned above the orb was not giving me the key to go further, me being me and trying to be funny i took off my stealth buff and low and behold it gave me the key.

 

i think this is a bug and the orb should be able to see you but for some reason it could not until i took it off.

Just had this problem myself. Thanks to your post, turning off my travel power with stealth IO in it off resolved my issue as well
