Doctor Steffard Won't Spawn In Imperial City

Doctor Steffard Won't Spawn In Imperial City. I was just given him as a contact but when I go to his location, he does not appear and I cannot access his missions. Please help.

Have you done the interrogator Kang mission arc?

If doing all the arcs for the badge; I think you may able to complete this arc via ouroboros - (If anyone can verify, that'd be great)
