Time Lord's Boon missing

I have a couple of toons (that I've confirmed) who have the Time Lord accolade--I see it in the badges list--but when I log out in Oro or Cimmorea, they don't charge or get the "Time Lord's Boon". I've checked multiple time over the last few weeks, and even though I log out in Oro for days, I don't get the temporary power.

 

I'm not sure why I stopped getting it, or what I can do to get it back, but I could use the +rech
