No walls?

I've not messed around with bases in a long time. I have now seen a couple screenshots of people with bases that seemingly had no walls. Is this a feature or a bug, and how do you do it?

To achieve that effect, people build outside of the base boundaries (above/below.) Here is a tutorial on how to do that:
