Control Core Embodiment hybrid incarnate not proc'ing on hold powers in secondary set.

I've never tried the Control hybrid ability until now. I've used it for a week now and I've never seen it proc on the hold powers in my secondary set. I'm a level 50 illusion/time manipulation controller. Specifically, I never see the WAYLAY effect proc on Time Stop in my Time Manipulation Secondary.
