Power tray broken after "Infiltrate the Skulls" mission

I was in the "Infiltrate the Skulls", which gives you a temporary power tray consisting of just Skull powers, when the servers went down for maintenance.  When I logged back in my power tray was broken.  There was just one row, with no tray number or arrows, and all the power slots were empty.  Logging out and in didn't fix it, toggling Menu / Tray didn't help, zoning didn't change it.  When I went back into that same mission and exited, my powers tray went back to normal.  No big deal, but it was confusing for a few minutes.
