Glitchy travel "pop up" power tray

I have  a strange problem with the travel "pop up" power tray (the tray that pops up when Fly is ON, to show the Afterburner icon, as example).

 

Tried running the game fullscreen or windowed

Tried with Power Tray Animations enabled and disabled
Tried /window_resetall command
Tried restarting game
Tried rebooting computer

 

None of the above fixed the problem. The only fix is to alt-tab out of the game and then alt-tab back in. This is kinda annoying to do everytime I turn a travel power ON or OFF....

 

This is when everything is normal and I haven't clicked on anything yet:
