Mark & Recall accolade keybind not working

I can use slash command /powexecname Mark & Recall to cause the power to toggle on and off, but if I try to use a keybind, e.g. /bind f8 "powexecname Mark & Recall" nothing happens when I hit the key.

 

Perhaps as mentioned in this post about the lack of hyperlink, the "&" is causing issues, but why would that not be a problem when executing the slash command in chat?
