Deadlock's Personal Story - Super Serum not granted

I'm not sure what triggers this as I've completed the mission on other characters with no issue however:

 

On one of my characters, at time of writing an L42 Ill/Rad controller, during the "Deadlock's Personal Story" solo mission from Eagle Eye in King's Row, the "Super Serum" power does not get granted - it doesn't show up on the hotbar and it doesn't appear anywhere in the list of powers. This makes it impossible to complete the mission.

I can verify this. Just had it happen to my BR/SR sentinel. Very frustrating, especially as there is no possibility of using a team to succeed.
