Knives of Vengeance Lore Pet - Weakening Shot effects

Hello,

 

I’ve been using Knives of Vengeance Superior (both Radial and Core) Lores for a while and while trying to show someone the benefits of their debuffs, I realized that they may not be debuffing correctly. For Weakening shot it’s suppose to -55.87% to Status effects, defense, defense debuff among other things but after trying it on a Player, AV and RWZ dummy, I saw no change when using power analyzer. The -ToHit and -DMG were working but nothing else.

 

Am I misreading the power itself?
