Titan Weapons/Crushing Blow damage tick timing

The timing of the damage tick on Titan Weapons/Crushing Blow is about a second later than the animation makes contact with the weapon when the power is used without Momentum (tested on Scrapper, if it matters).  With Momentum, it's fine.
