Adelard Ziegler available via Find Contact button, but does not give missions to Rogues

Adelard Ziegler is listed as a hero contact in the patch notes, but I'm able to teleport to him via the Find Contact button as a Rogue. He is put into my Contacts list but doesn't give any missions.

 

I'll also note that he gave missions to my Vigilante character just fine (so I presume the patch notes are slightly in error in that he's open for both Heroes and Vigilantes, not just Heroes).
