This was what I received when I arrived at the University as part of the Arc: "You've arrived at the University. Now would be a good time to learn about inventions if you haven't already done so. Afterwards, go speak with Grym in Skyway City." The Grym character is in the Uni building in Steel Canyon and does not appear in Skyway City at all. He's to the left of the stairs opposite the entrance. You need to talk to Grym in the Uni building to advance the Arc.
