Halloween event on Ouroborus private server

I totally understand that this is for the Homecoming servers, but I have the Ouroboros private server for when I play with my grandson.  I know there was a way to activate the zone events for Halloween and such, but I can't seem to find my instructions on how to do that. If someone can point me in the right direction (The Ouroboros Project has the files but no real instructions for zone events).
