New grey rings around some powers in the tray?

I was playing my Bots/FF MM a bit earlier today and noticed something I swear wasn't there yesterday. A couple of the powers in my tray sometimes have light grey rings around them. The two powers with the new rings are both personal attacks from my primary (Pulse Rifle Burst and Photon Grenade, if that matters). The personal attacks from my secondary (e.g. Force Bomb) don't have the rings, nor do any of my summon or non-attack powers. I don't believe I ever saw the rings when the powers were recharging, but the rings didn't come up immediately when a power finished recharging and became available again. Instead they seemed to appear a random amount of time later. The appearance of the rings didn't seem to correlate to any factor I could identify, and I didn't see anything in today's patch notes that seemed to be relevant.

 

Has my advanced age finally caught up with me and I'm missing something obvious?

They put new indicators around your primary attacks to notify when whatever special effect is going on has run out.
