I agree 100% with this. There is no reason for recharge to be so long. Cast time should be enough to prevent the abuses that the GM command was being used for.

A single DFB will get you to at least level 6 and takes 20 minutes. If someone seriously can’t invest twenty minutes and then two minute every 90 days to keep a character ‘active’ then I really don’t know what to say.
