Seems like every other day when i start Tequila it starts downloading cityofheros.exe. and fails to load. In the file folder it has download right after the cityofheros.exe. I have deleted this file many times. It takes 6 to 8 times before it completes and i can start the game. The file is downloading into the bin 64 file.
