Enhancement catalysts are no longer upgrading archetype set IO's to purple as before. Was this changed recently or is this a bug ?

So throughout the years Burn has gone through nerf after nerf and now they decide to do it again ? The Burn from brutes now cause all the mobs to run away in fear. Really Devs? You are seriously affecting the game play of Fire Brutes. Please do the right thing and remove the fear component of Burn.
