ok solved this, the team leader started Wylie Galloway story and not the Zoe TF, did the actual TF today and all rewards are good

The team i was with finished the new [Marigold 'Zoe' Langston] TF on completion i received the Psychopomp badge but didnt get a TF completed popup and when looking at my merits i didnt get any for the TF, and this was the WST so it should have given me 56 but i still had the same amount of merits that i started with 51 after the TF i took out the PEACE keeper GM to make sure i was still able to get merits and was rewarded the 6 from him like normal. i sent in a ticket and GM Crumpet said "Thanks for reporting this, it does sound interesting." and instructed me to post a bug report here!
