For leveling purpose ? look at sets like mako, crushing impact, scirocco, obliteration etc. They are cheap, and they provide decent stats. Of course, once you hit 50 you'll replace most of these sets with purp and/or ATO sets, but tbh i keep some of them even on fully incarnate 50 toons.
Mako set can be purchased/crafted for roughly 4 m influence, crushing impact even less (yes the whole set). They are better than simple IO and don't cost much more.

Both are good tbh, i have a MA/SR and a staff/nin scrap, both 50 T4, they both perform very well.
Stealth is quite useful, it allows you to chose your fight, and to start wih a crit most of the time.
Both sets can soft cap defense with ease, even with IO (got to take fighting and leadership power pools)
I found that NIN was easier to level, since it has a click + endurance and a click + life, SR doesn't. But SR is quite easy to level too, once you reach soft cap and/or slot +heals procs.
MA is cool looking, eagle claw crits a lot, but MA set isn't a very high damage dealer. The attack chain looks cool and is very fluid, that is why i play a MA/SR as a "main" character since i discovered the game, back in the days (geez i'm so old :p)

Made a petition ingame, posting this if anyone already encountered the problem. Running Sergeant Drummer story arc at 0/1, with a lvl 45 rad/rad scrapper, the portals just keep spawning bosses. managed to get first portal in arrivance room, and cleared room.
Went upstairs, the second portal already spawned a dozen rikti bosses, managed to kill second portal and clear the packs.
Third portal had already spawned 40 or so rikti bosses. Impossible to go further in the mission, while i write this, the portal keeps spawning .
Ran this mission with other characters before patch, never had any throuble of this type.

My knowledge about IO sets and various procs for different archetypes is perfectible, to say the least 😛
Eh, came back to this game 2 months ago only, still on the learning curve i guess.
Reading your posts i feel happy to reach 56 melee def, 57 ranged and 50 aoe, with a 51 s/l resist with my actual build on my MA/SR scrap.

You probably don't need a recharge IO in practiced brawler, unless you want to stack status resistance.
Why do you 3 slot mighty leap ? Again for status protection ?
I don't know much about tankers, but for a scrapper it looks like those slots would be better elsewhere.

However, that would be enough to give you access to Storm Kick (or Thunder Kick), Cobra Strike (or Crippling Axe Kick), Practiced Brawler, Dragon's Tail (slotted for damage with a Force Feedback proc) and Eagle's Claw (or Crippling Axe Kick) for 5 power picks from Martial Arts ... leaving enough room to also take all 3 Leadership toggles into the bargain.
Basic idea is to cast Unrelenting > Elude > Unleash Potential when Elude has finished recharging, so that you don't get ANY CRASHES. The combination will add (base):
- 31 * 2% Heal every 1s over 30s
- +20% Str(RechargeTime) for 30s
- +20% Recovery for 30s

+25% Dmg(All Types) for 30s
- +45% All Defense Positions for 180s
- +100% Recovery for 180s
- +200% JumpHeight for 180s
- +175% SpeedRunning for 180s
- +34.6% Res(Base Defense) for 180s
- +50% Str(RechargeTime) for 60s
- +150% Regeneration for 60s
- +75% Recovery for 60s
- +11.25% All Defense Types, All Defense Positions for 60s
Note that the combination of increased recharge will help "hasten" the recharge for all 3 powers for even better uptime on Elude (and Unrelenting and Unleash Potential).
Such a "specialized" build would probably have difficulty when exemplared to low levels, but would essentially use the Unrelenting > Elude > Unleash Potential combo as a "travel power" (combined with Swift+Sprint+Ninja Run and/or you could take Mighty Leap from the Force of Will pool as your travel power to combine with Elude which would give you access to Stomp) outside of combat and as a "mega heal" available every few minutes inside of combat. And best of all ... if you've been Defeated, Unrelenting can be used as a self-rez power(!) in addition to everything else (insert Scrapperlock reference here).
I'm not sure what the uptime ratio on Elude would be, but it might be possible to have Elude active (with no crash) for 3 out of every 6 minutes (360s recharge down from 1000s base) ... or better, depending on the rest of your build ... so not perma, but not terrible either. I'm also thinking that with Force Feedback procs from Dragon's Tail it would be possible to approach perma Hasten for all of this so as to let the good (Elude) times roll. 😎

Very interesting, when i discovered i could play COH again, i went for a pema hasten build first, with intensive recharge slotting everywhere i could.
Managed to get a Elude down for 93 s only, so it was perfect for the 'oh shit' time, and was always up when i needed it. The endurance crash in itself was not a big deal, was using conserve power and the usual miracle, panacea performance shifter combo.
Now, if your build works, it isn't ridiculous at all, if you can cast elude before it wears off you still have a nice amount of defense to survive the 20 s endurance crash if this one still happens, and yet just few blue inspi can do the job.
i'll have a close look at your build suggestion.
I respeced recently for a non hasten build, with medecine leadership fighting and leaping, and it works very well, just have to rethink a bit the endurance regen.

I used to play on defiant server a MA/SR srapper (Sechs was her name, hello people from the past if you remember me ! :p) and discovered recently that we could play COH again !
So i started from scratch a new MA/SR scrapper, 50 and veteran 12 so far, still enjoying this game a lot.
Till now i didn't bother much with build optimization, bought few IO sets with rewards or in AH, and it improved a lot my efficiency.
I'm not very comfortable with Mid's builder, and got a question : Is it possible to run a perma elude build with incarnate powers slotted ? I have in mind alpha slotted with spiritual, went for musculature for now.
Also thanks to Redlynne, your posts were very detailed and learned a lot from it.

Once you taste Total focus>energy transfer, you never go back 😛
I have a EM/SR scrap, my best and most enjoyable /SR so far.
I can imagine that it pairs very nicely with ninjitsu too.
