Cosmicality

I've spent a ton of time leveling my toon solo farming and i'm currently working on a build with a decent amount of influence. Was able to make a good amount of inf by saving up while leveling and holding onto recipe's and other salvage that proved useful once I dinged to 50. My issue is I cannot find any reliable information through forum and google searches for how much recharge is needed for Perma Hasten. Also, will I have to sacrifice Perma Hasten to get Fire defense capped? Even in a high budget build? Any help is truly appreciated. Thanks!
