Can antlers be added as a head slot 1 item, as well as hoof feet that are in the boots category but not in monstrous?

So I generally keep my power tray locked so I don't accidently move powers around where I don't need to and I tend to do it a lot in the heat of battle, ending up switching attack powers with buffs and accidently turning off my toggle buffs when I'm attacking by mistake. So I keep it locked, but every time I level and get new skills I have to go in and disable power tray lock just to move it. Is it possible to add an option to hold the shift key and then move the powers to where I need them? Thanks again for keeping this game alive.
