Personality: Pcell can be described as being soft spoken at most times with a sense of justice that could somewhat teeter the line of being virtuous and being effective. Not the most heroic hero, he is someone who's more likely to get the job done than to make sure he looks good doing it, though he'll always be fair to anyone he encounters. He's easy to get along with despite having a bit more calculated take on most things.
Powers: Pcell can create and manipulate electricity, allowing control over electric fields, flows, and some electronics. At times, he can even absorb flows of electricity into his own body to charge himself almost like a battery. His practice of technique has given him finer control over electricity, even to the point of channeling long range electrical beams through charging electrons through a line of space. This finer control of electrical energy has shaped his long range style of combat near to it's peak, even to the point where he can finaly manipulate the charged particles around him to hover and fly.
Background: Pcell's past is a haze in his mind. Being a forgotten child surviving in dingy streets and dirty backalleys, he ended up staying at a homeless shelter that took in children as a part of an orphanage initiative under the Haven House shelter. There he made some friends, one in particular that would be intertwinned in his destiny for the coming future. They were both around the same age, Pcell being around 11 and the other around 10 and stuck together 24/7. Though it took a turn once his friend was taken away for some time, Pcell thinking he'd been taken by loving family. Though with his friend's disappearance, there were strange things that Pcell had noticed within the orphanage and through investigating and snooping where he shouldn't have, he learned that the entire shelter project was something a bit more sinister. He'd learned his friend never in fact left, but was taken to a strange lab hidden not too far from the shelter itself that was funded by Arachnos.
Through stealthing his way around and finding the entrance of the lab, he found traces of his friend. Of course, he could only go so far without being caught and dragged into the same experiment that his friend ended up in. The two of them never had any special abilities or anything of the sort, so they fit for the procedure perfectly. Through particular means, Arachnos used them as conduits, trying to transfer energy from a strange source into them for whatever reason was unbeknownst to them. And despite the proecdure being the same, the results were much more different and much more successful for the both of them than was originally expected. They'd both gained an affinity for electricity and charged particles, though the potency between the two of them was vastly different. With the results of the test, they seemed the most fit candidates to proceed with Arachnos' plan, though a group of heroes were able to intervene and infiltrate the lab. With the chaos caused from these heroes, it gave them opportunity to escape though their memories were less than coherent from the experimentation process. Pcell's memory of anything that happened before the infiltration had been lost and somewhere in the chaos, he was separated from his friend. The last thing he could remember before falling unconscious was being retrieved by the group of heroes and a document that had his picture and the subject name "PCEL-0915" printed on it.
After being retrieved from the lab, one of the heroes took Pcell in and under his wing. Rather than allowing the young boy's powers to run rampant, the older hero trained him to allow his powers to manifest in a more controlled environment. Pcell grew in his ability, though the sense of morality from this gray-haired hero caused Pcell to be more akin to following a more vigilante-esque doctrine. While most heroes try to be role models to the public, this hero showed Pcell that the best way to better yourself is to loosen those societal restrictions and expectations in order to really make a difference.
While the source of his powers was unknown to him, Pcell knew what he was meant to do with them. Villains and criminals ran rampant on the streets and heroes seemed to be above doing what truly needed to be done. Pcell would have to be the one to make efforts to remove those stains from society, kill or die trying.
