If I understand, I should remove 3 slots from those defense toggles and add 3 slots to other powers so I can get more 3 set bonuses?

Hey guys! I am stuck on my brute build and would like some help with improvements moving forward.
I want him to be able be somewhat tanky end-game PvE. I already know this may not be the best AT/powerset for tanking end-game stuff.
Obviously there's a lot of work to be done, but I feel like I don't want to spend any more inf without some guidance. Any help would be appreciated!

Outrider_01, FallenMystic, Hyperstrike: Thanks so much for this advice. I think I have a strong base to move forward. Hopefully this thread comes up when people are searching for some build ideas.
Now, time to grind out some more influence!
