My Ice/Storm controller would use aoe immobilize and then hurricane to herd them all together, as repel from hurricane would move them and the immobilize would prevent them from spreading out again. If I didn't have a corner to herd them into I would run circles around them to keep them in a central spot. Hurricane would also debuff their tohit to almost nothing so I wouldn't be hurt badly while doing so.
