Say I want to make a low-level minion or lieutenant, and I want them to have access to a single pistol (you know, like a sidearm), similar to some of the low-level Skulls. What's the best way to achieve this in the character creator? Like is there a power set to achieve this, or am I able to alter an existing thug to get the effect?
