It says that I have the wrong game version and I need to run the patcher. What do?

The recommended is 150% and it still doesn't do anything when I select it. The specific issue is my resolution is 800x600 and it just won't change. I want to be able to use the entire screen on my laptop.

"click properties and choose the compatibility tab and make sure to check the box for "Disable display scaling for high dpi settings". Click apply and ok." I don't see this box anywhere.
