City of Heroes Collectable Card Game help needed!

The City of Villains Collector's Set came with a promo pack of several cards for the CCG as well as a full set of the mini figures. The figures are for a tabletop strategy game called Heroclix. The CoV box had a full set of the Patrons and a couple of the Freedom Phalanx for Heroclix. The CCG cards seem to be a set of about 12 Statesman-themed cards.
