On a female character, the sybil dress can be found under Sybil Tight or Sybil With Skin, which are options in the Upper Body menu. They don't show up if you have some sort of back detail; similarly, selecting the sybil options locks out having a cape, backpack, or wings.
 

I believe the reasoning here is that the top and bottoms textures don't quite work at the middle - this is also why only the sybil-specific belt is available. I might be wrong here, though.

I see your points - I wouldn't want to loose the ability of summoning 3 clouds.  I hadn't considered the other "psuedopets" or however you'd want to identify them.

I'd love to see Lighting storm have some ability to follow the caster around...sorta like storm cell.
