I played a bunch of different Gnome variations back in the day, mostly PvP with some Hami and farming. Current global is @Gnome

[best way to keep insta-snipe up?]

I stopped playing before they changed the ranged Snipes to be insta-cast when at 97% to-hit. Somebody in /help was saying that you just need +22% to-hit, which I assume means the base rate is 75%.

 

Is it possible to buff yourself to that amount permanently? Maybe with the leadership pool (blanking on the powers name) and IOs? I'm a psy/em blaster, and /em seems like the most likely candidate for maxing out insta-snipes but I could be wrong.
