<backstory> **ENDGAME SPOILER ALERT**
Capt America needed a place to stay during the Ultron/Hydra years, after his love passed, with the help of the Ancient One, after returning the time stone to her she made a portal world where he could stay out of the way of the Avengers. Now it has become part of the Avenger's Network, complete with a workforce with construction happening on a daily basis.
Mind the recent Alien Invasion and Military presence due to the availability of them ;)
