1) So is proc slotting AoE a bad idea in general or just in DoTs? 2) Is there a way to see the proc rate of a power?

I am trying to make a good build for a Storm Blast/Cold Domination. I am not seeing procs from Storm Cell, Category Five, or Sleet. I have asked in the Help channel but no one has answered. I am unsure if I am missing something obvious or if no one knows. 1) Did they nerf proc chances on Storm Cell, Category Five, or Sleet? 2) Does Scourge work on Storm Cell, Category Five, or Sleet?
