yes you are correct it implies that the servers are becoming more popular so they will be an increase in traffic

please look up hardware diagnostics for your computer if you are having abnormal issues such as these

also a connection test with h^^ps://speedtest.net can also rule out connection issues (i would suggest another state or country outside of your provider)
i tested this scenario with Linux (not windows) and tried full-screen, windowed and border-less and was NOT able to reproduce.

while i had 2 nvidia cards you could set the in windows nvidia tool to set the system defaults for you sli and physx
this was in the nvidia tool standalone and didnt reflect well in games as the tool would override your games selections (or block the game from seeing the second card)

Sounds like you have bad files, re-scan and reverify.
if that doesnt work delete the folder (save your key bindings first if you have them)
your antivirus or firewall might also be limiting your game from using the correct files or connecting to the server

it will most likely be a working directory issue with ~/.wine/drive_c/CoX/ and ~/.wine/drive_c/CoX/hc-bin64/CityofHeroes.exe being in another directory
thats the paths on my wine system
please make sure you are setting the regular folder as the working directory and the executable path to the homecoming 64 bit
or just delete all the CoH files and re-download

90% of BSOD means your hard drive is failing
or you have other major issues like thermal (it's to hot) which can mean a power issue

make sure your manifest target is http://patch.savecoh.com/manifest.xml
if you are using a terminal script like etoh-downloader it will "skip" to the next target for the download
you will have to run it a few times if you are getting 403
the 403 probably means the files isnt allowed to be accessed by the public, like it's being updated
