Hi all, I was wondering if I could get some critique for this build.
Objectives:
1) High global CDR, I crammed in 5 LoTG 7.5% in wherever they could fit.
2) Semi-decent farming. I opted for blaze mastery so I could get more AoE via fireball. Also Char and Fireblast operate primarily as mules for Basilisk Gaze and Apocalypse for the CDR%.
3) I wanted high S/L resistances to be layered underneath the 45%+ positional defenses as I'm relegated to tanking when I'm grouped with a trio of friends who main as Defender, Controller, and MM.
Questions
1) With Agility Core Paragon, my Melee/Ranged/AoE positional defenses are at 48.2/46.9/46.9. Is this overkill? I would like to try to solo AV's, and I read somewhere that 45% gives an even level critter a 5% chance to hit. Do AV's operate on this principal?
2) If Murcielago/Santorican (quick shout out, you were the one who inspired me to play a DM/Shield years ago) looks at this build, how does my slotting for defensive toggles look to you? Is there a way to squeeze more mileage with less slotting, or is that out of the question?
3) I slapped an Unbreakable Guard +Max HP into OwtS to squeeze out an extra 100hp. Is this worth it? I thought about putting a resistance IO in there to increase the resistances to make it a better "oh s***" power.
4) I have 3 slots in haste with a level 50 recharge IO. Is this build even close to Perma-haste? Currently sitting at 178.8 recharge with an Agility Core Paragon with Haste active.

Thank you so much for taking the time to look at the build and giving feedback Santorican, you are the real MVP!
1) I would've never even bothered to look at the Panacea proc before you mentioned it, I'm definitely slotting that as well as the +absorb. Awesome suggestions.
2) Would it be advisable to drop OwtS for Grant Cover? I looked over the abilities and couldn't think of an ability to drop. I considered dropping SuperJump, but I enjoy having a travel power at my convenience, and potential stealth if I decide to slot a Jumping:Stealth IO in there to quick run missions.
3) At what level should I take Maneuvers? Should I take it at 38 and bump up Char/Fireblast/Fireball to 41/44/47?
