last patch/Rubberbanding issues

Ever since the last patch I have been having severe rubber banding issues. It is all zones and all times, whether running, flying, or fighting. It is hindering gameplay completely, as there is also a 2-3 second delay on my powers actually going of after i have hit the button. Hopefully this issue gets resolved soon, as the game is unplayable,
