Elec/Elec/Ice EPP Dom Build/Slotting Help?

Just looking for some CC from you slotting masters out there. Shooting for Perma Dom with as much ranged defense and aoe burst as this build can muster. Current pines has it with Perma Dom and about 4 seconds shy from Perma Hasten but my ranged defense seems miles from soft cap. Any suggestions to tighten this build up a bit regarding DPS, defense, or recharge would be much appreciated. Also if at all possible and worth while, any suggestions to work in aid self/other for self/pet healing?
