How do you get into Praetoria?

Been playing for a couple of weeks with no issues but was wondering how to enter Praetoria. I may have not remembered correctly but I thought when COH was live, it was an option when you launched a new character, and I do not recall if it was an option for existing toons. Thanks in advance for any information!

You need to select Going Rogue instead of Freedom on the very first page of the character creator to start in Praetoria.  If you just want to travel there I think you can take TUNNEL.  (There's one by the tram in Atlas.)

Or go through Pocket D -> Studio 55 -> Imperial City
