Issues with CoH

Having issues playing CoH atm, and any suggestions would be wonderful on how to fix this.  When I open CoH through Tequila the login screen lags/stutters MASSIVELY and it also casues my second screen to flicker.  Character select screen and in game doesn't change the situation, and the game is absolutely unplayable in this state.  I've turned off v-sync as was suggested prior but nothing has changed.  In my task manager the GPU fluctuates between 8% and 40% though I am not sure if that is normal.  I've a nvidia 2080 and have messed around with Geoforce setting to see if anything changes but no progress.  Can anyone help me with this issue please?
